This explains it all.

George Bush, the imperial president, said: "I do not need to explain why I say things. That's the interesting thing about being the president. Maybe somebody needs to explain to me why they say something, but I don't feel I owe anybody an explanation."

Explaining why he does not need to explain anything he has, in reality, explained almost everything. This one statement unravels all that is wrong with the Bush White House.
